Mmmm... Actually the way I took it, she did. Based on her answer I don't think back at the beginning of season two, the writers & producers had any plan to tie Dean to the angels/mythology. When I first came into the fandom, friends told me Eric & Co. plans everything out way in advance and sticks to their plan. I suspect that was a very optimistic wishful thinking. They probably plans an entire season out in advance, but I don't think they knew exactly what they would do three or four years down the road.

With that being said, I don't mean to detract the writers merits either. Although I had issues with how some of the things turned out, I'm still generally happy with and expected the outcome of Eric's myth!arc.
