I'm assuming you are talking about adding links to your posts?
When you are editing your entry post using the "Rich text" editor, you can simply highlight the text you want to mark as a link, and lick on the "insert link" button in the tool bar at the top. A dialog window will popup and you can enter your url address in the URL field.
If you are editing your entry post using the "HTML" editor, or you are making comments in the comment editor (which is the same as the HTML editor), you need to make the link using html code as follows:
<a href="replace with your url address">replace with your link text</a>
